When President Obama announced last year that he was lifting the embargo on Cuba, Duxbury resident Jeff Dowling got an idea.
He wanted to sail to Cuba. He wanted a chance to make a difference in the lives of the people on that island nation so close to the U.S., which has been shuttered from commerce with the states for more than 50 years.
“Right when the president announced he was lifting the embargo, I started thinking about it,” said Dowling, the father of three boys and an avid sailor.
